India is on the US’s Major Drug Transit List, yet the Modi government is praised.

The US has added India to its list of countries identified as major drug transit or illicit drug production countries for the fiscal year 2027. This list includes India, China, and Pakistan, along with 23 other countries. However, meanwhile, US President Donald Trump has praised the efforts of Prime Minister Narendra Modi and the Indian government to stop illegal opium cultivation and strengthen control over the drug supply chain.

India’s name being on the US list does not in itself conclude that the Indian government is not taking action against drugs. The US determination clarifies that the inclusion of a country on this list also takes into account geographical, business and economic conditions that may facilitate the production or transit of drugs or their chemicals.

That means, on one hand India has got a place in the American ‘Major’s List’, on the other hand Washington has also made positive comments about India’s current anti-drug efforts. This contradiction makes this entire incident important.

Trump praised PM Modi’s campaign against drugs.

US President Donald Trump welcomed the Modi government’s efforts to curb illegal opium cultivation in India. The US administration has noted Modi’s efforts to crack down on illegal opium cultivation and strengthen supply chain monitoring.

There is already a framework for cooperation between the US and India to prevent drug trafficking. Both countries have worked to enhance cooperation to crack down on drug trafficking, illicit production and networks involved in the chemicals used in drug manufacturing.

This indicates that despite Modi’s name being on the US list, counter-narcotics cooperation between the two countries is being viewed differently. The US document also calls for a separate look at the current efforts of the governments of the countries included in the list and their cooperation with the US.

China and Pakistan are also included in the list of 23 countries along with India.

A total of 23 countries have been identified as major drug transit or major illicit drug producing countries in the US list for fiscal year 2027. Apart from India, China and Pakistan, these include Afghanistan, Mexico, Colombia, Venezuela and other countries.

However, not all countries on this list are placed in the same category. The US separately identified Afghanistan, Bolivia, Burma and Colombia as countries that “failed” to meet international counter-narcotics obligations over the past 12 months. India is not included in this separate category.

It is important to understand this difference, because merely being included in the list of ‘Major Drug Transit or Major Illicit Drug Producing Country’ does not mean that the concerned government has been declared a failure in drug control.

The US clarified that being on the list is not a failure of the government.

The US President’s determination states that a country’s inclusion on this list does not necessarily reflect its government’s current counter-drug efforts or its level of cooperation with the US. Geographical, commercial and economic factors affecting the production and transit of drugs are also taken into account while preparing the list.

This means that India’s inclusion on the list cannot be seen as direct evidence of US action or non-cooperation against the Indian government. India has been included in such US lists in the past and cooperation between the two countries on drug prevention has continued.

The special thing in the current development is that with the release of the list, India’s efforts to stop illegal opium cultivation have also been appreciated at the American level. This makes it important to understand both aspects separately.

India-US cooperation on drug control continues

Drug policy mechanisms are already in place to strengthen counter-narcotics cooperation between India and the United States. Both countries have been emphasizing on increasing cooperation in matters related to illegal drug networks, smuggling and precursor chemicals used in drug manufacturing.

The US administration has specifically mentioned India’s efforts to curb illegal opium cultivation and strengthen supply chain security. At the same time, America has also appealed to China to take more action to stop the flow of precursor chemicals used in drug manufacturing.

In such a situation, India’s continued presence in the US list and the praise for the anti-drug measures of the Modi government have come together. This situation shows that listing and bilateral cooperation are viewed on different standards in international cooperation against drugs.

Modi’s inclusion in the US list raises the issue of monitoring drug transit and illicit drug production at the international level. However, the US determination itself makes clear that inclusion on the list is not automatically evidence of the failure of the government’s counter-drug policies.
