New Delhi: September is drawing to a close, with just one day left. In short, a new month, October,r is set to begin in a day. For the general public, the first day of any new month is significant, as various rules and regulations often change at the start of the month. Changes are coming to everything from government regulations to personal finance matters and daily routines.

New guidelines issued by the Central Government and the Reserve Bank of India (RBI) will directly impact your finances and convenience. Here is a look at the rule changes taking effect on October 1st to clear up any confusion.

Mandatory e-KYC for LPG Cylinders

Did you know that e-KYC is now mandatory for LPG cylinders? If you use an LPG cylinder and avail of government subsidies, this step is crucial for you. According to the Ministry of Petroleum and Natural Gas, starting October 1, 2026, the subsidy benefit on domestic gas cylinders will not be available without biometric Aadhaar authentication—or e-KYC.

Government data indicates that approximately 90 per cent of customers across the country have already completed their e-KYC process. Those who have not completed e-KYC will still be able to purchase a cylinder on October 1st, but they will not receive the subsidy; effectively, they will have to buy the cylinder at the market price. In September 2026, a subsidy of approximately ₹210 was being provided on 14.2 kg domestic cylinders.

Indane customers can complete the process using the Indian Oil ONE app.
Bharat Gas customers can use the Hello BPCL app.
HP Gas customers can use the HP PAY app by scanning their face or thumbprint.

What will change regarding Fixed Deposits?

You might be surprised to learn that banks will no longer be able to act arbitrarily. The Reserve Bank of India has announced a major decision regarding fixed deposits, effective from October 1. Under the new rules, all banks in the country are required to offer uniform fixed deposit (FD) rates across all their branches.

It was often observed that different branches or VIP customers were offered varying interest rates for the same deposit tenure. The RBI has now clarified that there can be no discrimination in interest rates based on the customer or the branch.

Good news for super senior citizens

Did you know there is welcome news for super senior citizens pensioners aged 80 years or older? The government has advanced the window for them to submit their annual life certificates compared to general citizens.

Elderly pensioners can submit their digital life certificates starting October 1, 2026, whereas the window for general pensioners opens in November. Senior citizens can easily submit these via the Face RD app, Common Service Centres, or their banks to ensure their pension continues without interruption.
