New Delhi: Central and state governments run special schemes for female students that benefit them on a large scale. Notably, the Rajasthan Government’s Department of Higher Education operates the Kalibai Bhil Medhavi Chhatra Scooty Yojana and the ‘Devnarayan Chhatra Scooty Yojana.’ A major change has once again been made to the distribution process for the scooters under these schemes.
Due to frequent rule changes, meritorious students who have been waiting for their scooters for the past three years will now receive e-vouchers from the department instead of direct cash transfers to their bank accounts. With the implementation of this rule, the path for approximately 88,000 female students in the state to receive their scooters will be cleared.
Previously, the department used to issue tenders itself and distribute the scooters to the students. Regarding the backlog from the past three years, a plan had even been formulated to transfer ₹70,000 directly into accounts to resolve the pending scooter distribution. Now, the state government and the Department of Higher Education have decided to amend the DBT (Direct Benefit Transfer) rules and implement an e-voucher system. This will benefit all eligible female students.
How the e-voucher system works and its benefits
Under the government’s new system, the department will issue an e-voucher or a special QR code to eligible students. This QR code will be provided to all students. They can then visit an automobile showroom of their choice, present the voucher, and directly purchase the scooter they prefer.
The department will soon issue tenders for this purpose. Scooters are to be distributed to approximately 88,000 female students over the coming year, covering the years 2024 and 2025 as well as the current 2026-27 session. Launched in 2020, this scheme is named after the braveheart Kalibai Bhil of Dungarpur, who sacrificed her life for the cause of education. The primary objective of the scheme is to encourage young women to pursue higher education and to facilitate their daily commute to college.
Under this scheme, beneficiaries receive not only a scooty but also vehicle registration documents, one year of comprehensive insurance, five years of third-party insurance, two litres of petrol, and an ISI-marked helmet, all free of cost.

This government scheme benefits female students who have secured a minimum of 65% marks (Rajasthan Board of Secondary Education) or 75% marks (CBSE) in Class 12 and are enrolled in a regular undergraduate degree course at any government or private college in the state.
Additionally, the annual income of the student’s parents must not exceed ₹2.5 lakh; if the annual income is higher, the benefit cannot be availed. If a student has already received a scooty based on her Class 10 marks, she is provided with financial assistance of ₹40,000 instead of another scooty based on her Class 12 results.
