Delhi Airport May Introduce New User Fees
Passengers flying from Delhi Airport may soon have to pay a new User Development Fee. Airport operator DIAL has proposed different charges for economy and business class travelers. Additionally, there may be separate fees for peak and off-peak hours, as per a PTI report. DIAL, which manages Indira Gandhi International Airport, is a consortium led by the GMR Group. The proposal is still under review, and if approved, it could impact ticket prices for travelers. Authorities are expected to finalize the details soon.
Delhi Airport Proposes New User Development Fee
Delhi Airport operator DIAL has proposed revised User Development Fees (UDF) for international passengers, which would vary for economy and business class travelers. The new charges are part of its tariff proposal for the fourth control period from April 1, 2025, to March 31, 2029. Under this proposal, economy class passengers on international flights may have to pay UDF ranging from Rs.430 to Rs.810, while business class passengers could be charged between Rs.860 and Rs.1,620.

According to the proposal submitted to the Airport Economic Regulatory Authority (AERA), economy class passengers would pay Rs.810 per person for the first two years (2025-26 and 2026-27), which would then reduce to Rs.430 for 2027-28 and 2028-29. Similarly, business class passengers may pay Rs.1,620 per person in the first two years, reducing to Rs.860 in the later period.
For domestic passengers, the proposed UDF is Rs.280 per person for the first two years and Rs.150 for the last two years. Business class domestic travelers may be charged Rs.570 per person initially, dropping to Rs.300 in the final two years. If approved, these charges could impact travel costs for flyers using Delhi Airport in the coming years.
Different Charges Proposed for Peak and Off-Peak Hours at Delhi Airport
Delhi Airport operator DIAL has proposed separate User Development Fees (UDF) for domestic passengers based on peak and off-peak hours. According to the proposal, passengers arriving during peak hours may have to pay between Rs.315 and Rs.610 per person, while those arriving in off-peak hours could be charged between Rs.115 and Rs.210.
Typically, peak hours at the airport are from 5:00 AM to 8:55 AM and 6:00 PM to 8:55 PM. If approved, this change could lead to varied travel costs depending on the time of arrival.
